This has led various political figures, journalists, and analysts to revisit Venezuela\u2019s recent history and the causes that drove the Maduro regime to provoke the worst economic collapse ever recorded in the Western world \u2014<a href=\"https:\/\/bti-project.org\/en\/reports\/country-report\/VEN\"> an 80 percent GDP contraction<\/a> in less than a decade. The crisis becomes even more shocking when considering that Venezuela holds the world\u2019s largest proven oil reserves.\u00a0<\/p>\n<p>As <a href=\"https:\/\/fee.org\/articles\/what-i-learned-about-the-cuban-embargo-on-my-trip-to-havana\/\">with Cuba<\/a>, defenders of the Venezuelan regime have attributed the country\u2019s economic collapse to US sanctions \u2014 which they incorrectly call a \u201cblockade\u201d \u2014 rather than to the political, economic, and social model imposed by the United Socialist Party of Venezuela. That model brought massive state controls, expropriations,<a href=\"https:\/\/www.transparency.org\/en\/cpi\/2024\"> corruption<\/a>, persecution of the opposition and the press, the destruction of the rule of law, and the elimination of judicial guarantees for investment.\u00a0<\/p>\n<p>Recently,<a href=\"https:\/\/violenceresearch.wvu.edu\/executive-board\/research-associates\/steve-hall\"> Dr. Steve Hall, a professor at Teesside University<\/a> in England, argued on X that US sanctions were responsible for Venezuela\u2019s economic deterioration. After facing widespread criticism<a href=\"https:\/\/x.com\/ProfHall1955\">, he made his account private<\/a> \u2014 but this was the chart he shared:\u00a0<\/p>\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"903\" height=\"558\" src=\"https:\/\/monetizemail.com\/magatoon\/wp-content\/uploads\/2025\/11\/image-2.png\" alt=\"\" class=\"wp-image-34932\" srcset=\"https:\/\/monetizemail.com\/magatoon\/wp-content\/uploads\/2025\/11\/image-2.png 903w, https:\/\/thedailyeconomy.org\/wp-content\/uploads\/2025\/11\/image-2-300x185.png 300w, https:\/\/thedailyeconomy.org\/wp-content\/uploads\/2025\/11\/image-2-768x475.png 768w\" sizes=\"auto, (max-width: 903px) 100vw, 903px\" \/><\/figure>\n<p>The graph shows that starting in the year 2000, Venezuela\u2019s economy began to surge, driven by a sharp increase in oil prices. When Hugo Ch\u00e1vez and his socialist movement came to power, oil traded at around $18 per barrel, due largely to the Asian financial crisis at the end of the 1990s. However, in 2003, following the US invasion of Iraq, OPEC cut production, and several global catalysts pushed prices above $100 per barrel \u2014 granting the Venezuelan regime unprecedented wealth, which it used to consolidate power at home and finance the \u201cexpansion of the revolution\u201d across Latin America.\u00a0<\/p>\n<h2 class=\"wp-block-heading\"><strong>The Five Phases of Socialism<\/strong>\u00a0<\/h2>\n<p>For years, I\u2019ve explained the five stages socialist economies go through once they take power:\u00a0<\/p>\n<ol class=\"wp-block-list\">\n<li>Euphoria\u00a0<\/li>\n<li>Peak Prosperity\u00a0<\/li>\n<li>Reality Shock\u00a0<\/li>\n<li>Collapse into Misery\u00a0<\/li>\n<li>Stabilization of Poverty and Totalitarianism\u00a0<\/li>\n<\/ol>\n<p>In Venezuela\u2019s GDP chart, we can see each phase unfold clearly.\u00a0<\/p>\n<p>When Ch\u00e1vez came to power, the regime \u201credistributed\u201d part of the oil windfall through populist missions that temporarily reduced poverty. But soon came<a href=\"https:\/\/www.nytimes.com\/2003\/02\/06\/business\/worldbusiness\/venezuela-imposes-currency-controls-to-shore-up.html\"> the heavy economic regulations, price controls,<\/a> expropriations, rampant corruption, redistribution without investment, and uncontrolled money printing. Over time, the country entered phase three \u2014 the \u201creality shock\u201d \u2014 when the regime\u2019s repressive nature became evident, poverty deepened, and the process of stabilizing misery and consolidating totalitarianism began.\u00a0<\/p>\n<p>In Venezuela\u2019s case, phase three began around 2011, phase four around 2013, and phase five \u2014 the totalitarian stage \u2014 emerged in 2014. That same year, Venezuela\u2019s mass migration crisis exploded, driven by poverty and political repression.\u00a0<\/p>\n<p>In 2014, not a single sanction had yet been imposed on the Ch\u00e1vez regime. Still, Venezuela recorded a 4.8 percent GDP contraction and 68.5 percent inflation. In 2015<a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2015\/03\/09\/fact-sheet-venezuela-executive-order\">, President Barack Obama imposed the first individual sanctions<\/a> against regime officials \u2014 freezing assets and revoking visas \u2014 but the US continued to buy Venezuelan oil, and the country still traded freely with the world. This remained the case until 2019, when<a href=\"https:\/\/www.cnn.com\/2019\/01\/28\/politics\/us-sanctions-venezuelan-oil-company\"> President Donald Trump finally sanctioned the state oil company PDVSA<\/a>, freezing its US assets and banning transactions with American entities.\u00a0<\/p>\n<p>However, even before that, in 2018 \u2014 when there were still no oil sanctions \u2014 Venezuela suffered<a href=\"https:\/\/www.forbes.com\/sites\/stevehanke\/2019\/01\/01\/venezuelas-hyperinflation-hits-80000-per-year-in-2018\/\"> hyperinflation<\/a> exceeding 130,000 percent and a GDP drop of 19.6 percent. By then, millions of Venezuelans had fled,<a href=\"https:\/\/www.nbcnews.com\/news\/latino\/gas-shortages-sky-high-food-prices-plague-venezuelans-amid-economic-n1016496\"> fuel lines stretched up to 48 hours<\/a>,<a href=\"https:\/\/www.nytimes.com\/2019\/07\/22\/world\/americas\/venezuela-blackout.html\"> blackouts occurred daily<\/a>, and shortages of basic goods<a href=\"https:\/\/www.nytimes.com\/interactive\/projects\/cp\/reporters-notebook\/moving-to-venezuela\/black-market-economy\"> spawned a black market for deodorant, toilet paper, milk, and meat.<\/a>\u00a0<\/p>\n<h2 class=\"wp-block-heading\"><strong>The Counterintuitive Effect of Sanctions<\/strong>\u00a0<\/h2>\n<p>Economic sanctions are used by Washington as a coercive tool to punish anti-democratic regimes and US adversaries by cutting off their financial lifelines to weaken or destabilize them. However, in Venezuela\u2019s case, sanctions had a paradoxical effect \u2014 they triggered a brief economic rebound.\u00a0<\/p>\n<p>Let me explain briefly.\u00a0<\/p>\n<p>Venezuela is officially a narco-state led by Nicol\u00e1s Maduro. Conservative estimates suggest that corruption by regime officials has siphoned off more<a href=\"https:\/\/www.infobae.com\/america\/venezuela\/2021\/06\/05\/corrupcion-chavista-cual-es-el-destino-de-los-miles-de-millones-de-dolares-robados-por-la-dictadura-venezolana-que-son-decomisados-por-estados-unidos\/\"> than $500 billion \u2014 money that for years was diverted or invested in Europe and the United States.<\/a>\u00a0<\/p>\n<p>When broader economic sanctions were finally applied, the regime was forced to lift many of its rigid economic controls in order to survive. For several years, a de facto \u201canarchic market\u201d emerged in Venezuela \u2014 to the point that outlets like<a href=\"https:\/\/www.nytimes.com\/2020\/02\/01\/world\/americas\/Venezuela-economy-dollars.html\"> <em>The New York Times<\/em><\/a> and<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-02-07\/maduro-embraces-capitalism-and-venezuelan-emigres-are-returning\"> <em>Bloomberg<\/em><\/a> mistakenly claimed that Maduro was \u201cturning toward capitalism.\u201d\u00a0<\/p>\n<p>In reality, Ch\u00e1vista elites, pressured by sanctions, had to <a href=\"https:\/\/www.caracaschronicles.com\/2025\/07\/29\/how-chavismo-built-venezuelas-new-abnormal\/\">withdraw their fortunes<\/a> from the US and Europe and reinvest them inside Venezuela. They needed to repatriate capital, launder money, and at the same time ease the severe shortages afflicting the country.\u00a0<\/p>\n<p>Although it was technically \u201cillegal\u201d to trade in US dollars or any currency other than the bol\u00edvar, these restrictions were effectively abolished, along with import and export controls. Markets quickly filled with imported goods, private-sector wages rose, local production slightly recovered, and after an 80 percent GDP plunge over a decade, Venezuela saw<a href=\"https:\/\/english.elpais.com\/economy-and-business\/2024-07-22\/venezuela-experiences-an-economic-recovery-in-times-of-electoral-uncertainty.html\"> small signs of economic life.<\/a>\u00a0<\/p>\n<p>In their struggle for survival, and spurred by sanctions, Maduro\u2019s regime dismantled much of the socialist economic control apparatus \u2014 unintentionally allowing market forces to partially heal the damage caused by decades of socialist mismanagement.\u00a0<\/p>\n<p>Thus, while one can debate whether sanctions have been effective in weakening an anti-democratic, criminal regime, what cannot be argued is that sanctions caused the worst economic collapse ever recorded in the Americas.
